Ca Config Laravel Package

totten/ca-config

totten/ca-config provides a small PHP API for reading, modifying, and writing configuration files, with helpers for environment-specific settings. It suits CiviCRM-style PHP applications that need safe, programmatic config updates.

Technical Evaluation

Architecture fit. The package belongs in the platform/configuration layer as a narrow, framework-agnostic resolver that answers one question: "what CA bundle should this process trust?" It fits Laravel only through our own glue — bound in a service provider or container singleton, resolved once at boot, and injected into whatever constructs HTTP clients (Guzzle handlers, Http facade factories, queue workers, mail/payment SDK clients). It must not be called ad hoc from application code; the correct architecture is an internal CaBundleResolver adapter with the package as one swappable implementation behind it, so a fork or replacement is a one-file change.

Integration feasibility. Composer-installable, BSD-2-Clause, no runtime dependencies beyond PHP, and a very small public surface (getDefault() returning an object exposing cafile / capath and verification intent). A spike is days, not weeks. There is no Laravel service provider, config publishing, or facade — that integration is entirely our work, which is acceptable given the small surface but should be budgeted explicitly. Licensing is permissive and non-blocking for commercial distribution.

Technical risk. The dominant risk is supply chain and ownership, not implementation: 1 star, 0 dependents, single-maintainer profile, no security-disclosure path, no SLA. Secondary risks: (a) the package resolves a CA path but does not itself enforce TLS verification — the platform must still fail closed, and a careless fallback to verify => false would be a security regression that this library cannot prevent; (b) functional overlap with composer/ca-bundle, which is already present in effectively every Composer project and is the de facto standard, so we may be adding a dependency to duplicate existing behavior; (c) metadata inconsistency — the repository description describes a generic array-backed configuration store while the source and prior assessments describe CA-bundle discovery, so the artifact must be read before any decision is recorded.

Key questions.

  • Which PHP versions, SAPIs, and extensions (openssl, curl) are supported and tested?
  • What precedence applies among environment variables (SSL_CERT_FILE, CURL_CA_BUNDLE), PHP INI (openssl.cafile, curl.cainfo), OS trust stores, and any bundled file?
  • How does it behave in minimal base images, read-only filesystems, and containers where /etc/ssl/certs is absent or symlinked?
  • What is the fallback when nothing is found, and can that path ever result in disabled peer verification?
  • Is the repository maintained, and what is the security-disclosure route?
  • Is the resolved path safe to cache per process, and what is the rotation story?
  • How much of this is already covered by composer/ca-bundle, and what detection cases remain uniquely valuable?
  • Does the shipped code match the published description; can we read it end-to-end in one sitting?

Integration Approach

Stack fit. Strong for a Composer-based Laravel stack that makes outbound HTTPS calls from multiple clients and environments (web, queue workers, scheduler, console commands) and needs one consistent answer to "which CA bundle do we trust?" Poor fit for a single client that already has explicit, tested CA configuration, for non-PHP services, or as a substitute for fixing base images that simply lack ca-certificates.

Migration path. Do not rip out existing configuration. (1) Inventory every outbound HTTP client and its current CA setting. (2) Run a time-boxed spike in a representative production-like container. (3) Implement the internal adapter with explicit precedence: CA_BUNDLE environment override first, then resolved default, then client default — never false. (4) Run in shadow mode, logging the resolved path alongside the currently used path, to confirm parity before changing behavior. (5) Canary one non-critical service. (6) Broaden only after observed stability. (7) Pin the version and hold a documented fork-and-vendor exit plan.

Compatibility. Validate against the exact PHP runtime, SAPI, base image, cURL and OpenSSL versions, and HTTP-client versions in production. Test explicit cases: system bundle present, SSL_CERT_FILE/CURL_CA_BUNDLE override set, bundle file missing, symlink broken, file unreadable, and no bundle at all. Tests must inject a fixture bundle rather than relying on the CI runner's trust store, otherwise results differ between laptops and pipelines.

Sequencing.

  1. Inventory clients and current CA configuration; quantify the failure signal (support tickets, activation telemetry, failed health checks).
  2. Confirm whether composer/ca-bundle already closes the gap; decide build-vs-wrap-vs-adopt.
  3. Spike the package in a representative container; read the source fully.
  4. Build the internal adapter with strict fail-closed behavior and an env-var override.
  5. Add tests for precedence, missing files, and client parity (stream vs. cURL vs. Guzzle).
  6. Canary one service; log the selected CA source and path at boot.
  7. Expand, then pin and document the exit plan.
  8. Separately, fix Dockerfiles and docs where the true root cause is missing ca-certificates or undocumented proxy setup.

Operational Impact

Maintenance. Low code-maintenance burden, elevated ownership burden. The library is small enough to vendor outright if it becomes critical; the practical recommendation is to pin the version, assign a named internal owner, and treat upstream as a reference implementation rather than a dependency to rely on for fixes.

Support. Community-only, no SLA, single maintainer. Operational support must come from platform/security engineering. Publish a short runbook covering: how the CA path is resolved, how to override it (CA_BUNDLE), how to verify which path was selected, and what to do when a customer is behind a TLS-inspection proxy.

Scaling. Runtime cost is negligible — it is file and environment inspection, and should be resolved once per process and cached. Scaling risk is operational rather than compute: CA rotation, base-image rebuilds, and environment drift across containers and hosts. Note that discovery is static: once the path is cached, an OS package update or new corporate root will not be picked up until a restart or re-resolution, so cache the resolver object rather than a bare string where rotation matters.

Failure modes. Missing or stale bundles; incorrect precedence between env vars, INI settings, and OS stores; unreadable files or permission errors; symlink changes after image updates; minimal images without system CAs; divergence between stream-context, cURL, and library transports. The most dangerous failure is a silent fallback that disables certificate verification — the adapter must fail closed, surface an actionable error ("no CA bundle resolved; set CA_BUNDLE or install ca-certificates"), and log the chosen source so the failure is a one-line grep instead of a debugging session.

Ramp-up. Engineering ramp-up is low — the API is minutes to learn. Security and operations ramp-up is moderate: teams must understand trust stores, environment precedence, rotation, and HTTP-client differences. Budget a half-day of documentation and one runbook review; require that every service logs its resolved CA source at boot, and make "verification stays on by default, everywhere" an explicit, tested, non-negotiable invariant.
