• Drop Laravel 9/10 and PHP 8.1 support
• Add opt-in debug logging for failed Oh Dear pings via OH_DEAR_DEBUG_LOGGING env var
• Add configurable retry delay via OH_DEAR_RETRY_DELAY_MS env var
• Add OhDearPingFailed event fired on every ping failure
• Use when() for cleaner conditional HTTP request building
