Laravel Http Logger Laravel Package

What's Changed

• Add support for the QUERY HTTP method. QUERY requests carry their parameters in the request body like POST, so LogNonGetRequests now logs them alongside POST, PUT, PATCH, and DELETE. Thanks @eleftrik for the suggestion in #70.
• Moved dev tooling to Pest 4. As a result, support for PHP < 8.3 and Laravel < 12 has been dropped.
