Guzzle Rate Limiter Middleware Laravel Package

A Guzzle middleware that enforces rate limits by specifying max requests per minute or second. When the limit is reached, requests sleep until allowed. Includes an InMemoryStore and supports custom persistent stores for cross-process rate limiting.
