^1.0) and mean it.v1 tag alone does not evidence any of these. To executives: A dependency we're evaluating has hit its first stable release, which means the maintainers are now committing to not breaking our integration arbitrarily. That lowers the cost of adopting it and the risk of building on it. The decision it unlocks is make-vs-buy on a piece of engineering work we would otherwise staff ourselves — so the pitch is schedule and headcount, not technology preference.
To engineering: This is the point where pinning ^1.0 becomes reasonable and where the API is safe to code against. Before we commit, I want a short written read on three things: coverage of our actual use case, upgrade effort from wherever we are today, and what happens to us if the project stalls. If any of those is unclear, we stay on our own implementation and revisit at the next minor.
The honest caveat to state up front: release notes for this version are a single line. No migration guide, no feature list, no deprecation notices. That is not disqualifying for a 1.0 — many packages backfill documentation after tagging — but it does mean the adoption case rests on engineering's independent evaluation rather than on the release itself. Frame the recommendation as "evaluate with intent to adopt," not "adopt."
