Vat Laravel Package

mibo/vat

mibo/vat is a Laravel/PHP package for VAT handling, offering a simple API to manage VAT rates and calculate net, tax, and gross amounts. It helps keep VAT logic clean, configurable, and easy to integrate into your applications.

Product Decisions This Supports

  • Build vs. buy for VAT logic. This package represents the "buy" option at its cheapest: instead of engineering VAT rate tables, VAT-ID validation, and reverse-charge rules in-house, you inherit a small MIT-licensed implementation and spend your sprint on the product instead. The decision it supports is whether VAT handling is core differentiation (build) or undifferentiated compliance plumbing (adopt or wrap).
  • Roadmap sequencing for EU/international expansion. If selling into the EU is on the roadmap, VAT correctness gates invoicing, checkout, and finance reconciliation. This package lets you scope that work as a contained integration rather than an open-ended tax-engineering project.
  • Compliance surface for B2B billing. VAT number collection and validation, reverse-charge treatment on cross-border B2B invoices, and rate display on invoices are the recurring requirements. Evaluating this package forces an explicit decision about which of those you own versus delegate.
  • Monetization and pricing display. Whether prices are VAT-inclusive or exclusive, and how rounding is applied per line versus per invoice, are product-visible decisions with legal consequences. A library like this makes those choices explicit and testable rather than scattered through controllers.
  • Risk posture on third-party dependencies. With 0 stars and 0 dependents, the honest decision this supports is not "adopt as a platform dependency," but "evaluate as a reference implementation or a wrapped, replaceable component." Treat it as a spec you can vendor, not a vendor you can rely on.
  • Prioritization signal. The low opportunity score and zero adoption indicate the market is not underserved here — mature commercial tax engines and better-known open-source alternatives already occupy this space. That argues for deprioritizing a bespoke tax effort entirely, in favor of either this kind of thin package or a managed tax service.

When to Consider This Package

Consider it when:

  • You are on Laravel/PHP, sell primarily into the EU, and need VAT rate handling plus VAT-ID validation as a self-contained, replaceable component behind your own TaxCalculator interface.
  • You want a permissive, dependency-light starting point (MIT, no SaaS round-trip, no per-transaction fee) for a prototype, internal tool, or an MVP where finance volume is low and manual correction is tolerable.
  • You want to read the source as a specification — the domain rules are the valuable part, and a small package is faster to audit than a commercial contract.
  • Your team has the capacity to own the code: pin the version, fork or vendor it, and expect to maintain it yourself.

Look elsewhere when:

  • You need audit-grade tax determination: multi-jurisdiction rates, effective-date history, exemptions, thresholds, OSS/IOSS, US sales tax nexus. That is a managed-service problem (Avalara, Stripe Tax, TaxJar) or a dedicated tax platform, not a small package.
  • You need invoice compliance beyond arithmetic — e-invoicing mandates, PEPPOL, country-specific invoice content rules, retention requirements.
  • You require vendor accountability: SLA, support, security disclosure process, or a maintenance commitment. Zero stars, zero dependents, and effectively zero community mean bus factor of one.
  • Your finance team needs reconciliation guarantees. Tax output that silently drifts on a rate change is a restatement event, not a bug ticket.
  • You would be the first production user. Being first means you are the QA function, and tax errors are customer-facing and retroactive.

How to Pitch It (Stakeholders)

To executives: This is a low-cost evaluation, not a platform commitment. The package is MIT-licensed with no per-transaction fees, and it addresses a compliance obligation we will face the moment we invoice EU customers. However, it has no meaningful adoption — zero stars, zero dependents — so I am not recommending it as infrastructure. I am recommending we either (a) use it as a reference to build a thin internal wrapper we own, or (b) skip it and budget for a managed tax service when EU volume justifies the cost. Either path is cheap now and avoids discovering VAT problems during an audit or a finance close.

To engineering: Small surface area, permissive license, no external calls — easy to read and easy to remove. The ask is to wrap it: our domain code depends on our own interface, the package sits behind it, and any rate/validation output is covered by our tests and pinned to a version we control. Assume we maintain it; do not assume upstream fixes arrive.

Recommendation: Time-box a spike, verify the VAT-ID validation path against the official EU service and the rate data against a source of truth, then decide between "vendored reference implementation" and "managed tax service." Do not ship it as a direct dependency in billing code without the wrapper.
