Fias Component Laravel Package

liquetsoft/fias-component

A PHP component for working with Russia’s FIAS address database. It helps download and import FIAS updates, keep address data current, and access regions, cities, streets, and houses for address forms, validation, and lookups in PHP applications.

Product Decisions This Supports

  • Build vs. buy for address infrastructure. This package reframes the decision from "do we build a FIAS importer from scratch?" to "do we build the layer on top of an importer?" — it removes a meaningful chunk of undifferentiated ingestion work from the estimate.
  • Feature feasibility. Enables address autocomplete, validation/normalization, delivery-zone mapping, geocoding enrichment, and history-aware address records — the capabilities that gate checkout, delivery, and CRM quality.
  • Roadmap sequencing. Forces explicit planning for data-freshness cadence (FIAS ships periodic updates), address history, and migration of legacy free-text address fields to GUID-based references.
  • Use-case prioritization. Relevant across e-commerce checkout/delivery, logistics routing, CRM/ERP customer records, KYC/onboarding, real estate, utilities billing, and any reporting that needs official address codes.
  • Scope boundary. It is an import base component, not an address API or UI — PM should scope the product-facing layer (search endpoint, autocomplete, admin tooling) as separate work, not assume it ships "for free."

When to Consider This Package

  • Your stack is PHP/Laravel and you need to ingest and maintain FIAS (the Russian official address registry) locally.
  • You want to own the address data — no per-request vendor fees, offline availability, data residency — rather than depend on a managed API.
  • You can absorb the surrounding engineering: schema design, import jobs/queues, update scheduling, and search indexing.
  • You need GUID-based address normalization and alignment with official address history.
  • Look elsewhere if: you need a managed/SaaS address API with an SLA and support; you're not on PHP; you need non-Russian/global addresses; you have no capacity to own refresh and schema; or the low star count and early-stage maturity are unacceptable for a revenue-critical path — in which case evaluate Dadata, official FIAS APIs, or a commercial provider as a fallback.

How to Pitch It (Stakeholders)

  • Executives: An MIT-licensed base component that lets us ingest Russia's official address data ourselves — lower run-rate cost and no vendor lock-in versus per-lookup APIs. Caveat: it's early-stage (small community) and requires our engineering investment plus ongoing data-refresh ownership. Position it as a build accelerant, not a turnkey product.
  • Engineering: A Laravel/PHP-native importer foundation for FIAS; we own the schema, import pipeline, update cadence, and the search/API layer on top. Before committing, assess code quality, maintenance activity, and update handling, and budget for performance work on full FIAS dumps.
  • Recommendation: Time-box a spike to validate data coverage, update process, and license fit. If green, adopt it as the ingestion foundation and build the product-facing address layer in-house — keeping a managed API as a fallback for SLA-critical flows.
