Tactician Rate Limit Bundle

Adds rate limiting to Tactician command buses in Symfony applications. A middleware checks dispatched commands against configured limits before they reach their handlers, helping protect services from bursts, flooding, and repeated execution. Limits are configured through Symfony services, and exceeded limits are reported with clear exceptions.
