kornrunner/ethereum-offline-raw-tx
Build and sign Ethereum transactions offline in PHP. Set nonce, gas price, gas limit, recipient, value, and data, sign with a local private key, and output raw transaction hex ready to broadcast via any node. Keep private keys off RPC servers for wallets and backend payouts.
Scope boundaries to note in planning: this package signs raw transactions. It does not provide nonce management, gas estimation, key storage/management, RPC connectivity, retries, or multi-chain support. Those remain product/engineering decisions you own.

For executives: This is a small, MIT-licensed PHP library that lets our existing PHP application sign Ethereum transactions offline. Adopting it avoids building and operating a separate signing service and avoids paying a custody vendor for a capability we can own. The trade-off is maturity: ~61 GitHub stars, no known dependents, and a small maintainer base. Recommendation: treat it as a building block, not a platform — run a time-boxed spike, wrap it behind our own signing interface, and keep the option to swap to a KMS or custody provider later without touching product code.
For engineering: Pure PHP, Composer-installable, produces signed raw transactions deterministically. It composes cleanly with any RPC provider for broadcast, and fits an air-gapped signing model. We own nonce management, gas strategy, key storage, and monitoring. Pin the version, vendor the source, and add integration tests against a testnet before production.
For security/compliance: The library is not a custody solution and should not be treated as one. Its value is that it enables a deployment where private keys are never present in a networked signing process. Mitigations before production: source review, vendored dependency, per-transaction value limits, key isolation, and an internal interface that allows replacement with an HSM/KMS-backed signer if requirements tighten.
Bottom line: Low-cost, narrowly scoped enabler with real architectural upside for PHP shops; the risk is maintenance and audit maturity, which is manageable through isolation, vendoring, and a clear swap path.
