Language Laravel Package

Minimum requirement was raised to PHP 8.3 PHPUnit has been updated to version 12 Joomla\Language\Stemmer\Porteren has been deprecated. Use wamania/php-stemmer instead. Several methods from Joomla\Language\Language have been removed. See docs for complete list.

Known issues

The attached assets contain file "phpstan-baseline.neon", which is a development only file and should not be packed. This will be fixed with the next release.
