Implements the spec 1.2.0 relay signal. block_on/review_on now accept the relay signal alongside verdicts: it overlays the classification (an address can be valid and relay), stays inert until listed, and never fires on a degraded check. The result carries relay (bool) + relayProvider, and the reason relay is appended when it drives the decision. Conformance vectors pinned to email-guard-spec v1.2.0. (EM-1048)
