Versionbasedtestskipper Laravel Package

ciaranmcnulty/versionbasedtestskipper is a lightweight PHPUnit extension that lets tests declare which PHP versions they support and automatically skips them when the running interpreter falls outside that range. Rather than guarding version-specific code with manual version_compare() checks or markTestSkipped() calls, you annotate tests in their docblocks; the listener reads those constraints and skips incompatible tests before they can error out.
